I have noticed that some users are not able to re-size IDE controller disks. Also, some blogs and other links mentioned that IDE controller disks can not be expanded.
But I had done this earlier and to re-confirm, I have tested the same in my test lab also. Only case is You have to Shut-down your machine and if it is production VM then there be will short down-time for your production environment.
So, below are the steps to follow for expanding IDE controller disk size.

Expand IDE Controller Virtual Hard Disk Size:
I have created a Windows Server 2012 VM with generation 1 on Hyper-V 2012 R2 Host. Selected OS Disk is IDE Controller as shown below:
Disk Size is 15 GB as shown below:
Open Hyper-V Console and Shutdown the VM:
Click on Edit Disk:
Click Next and Select Disk You want to expand:
Click Next:
Select Expand and Click Next:
I have expanded 10 GB more so total size will be 25 GB:
Click Finish:
Start the VM:
Open Disk Management and see If 10 GB is added, Yes it is added:
Right on Disk and Click on Extend Volume:
Click Next and Next:
Click Finish:
Disk is successfully expanded to 25 GB:
This is done.
